This was common practice a few decades ago, and I don't know why it was stopped. PC's frame-grounded everything, which seems to work, but which can produce its own set of problems. A small (100nF 250V) cap between frame and signal GND was common back in the day when computers were large, i.e. up to 1985 or so.

It might help ... at least until you know exactly why your system does what it does.
