I think the the problem "message forum not refreshing" is with IE and it is due to the local settings of IE.

Your browser may have been set to "Don't check for newer versions of pages"

You may correct this in IE. Goto to Internet options, Temporary internet files and click settings.

You will see an option "check for newer versions of pages"
make the selection to "ALWAYS"

and this problem will be solved.
