The only place I ever seen caps across the rectifier diodes in the last 25 years is in high voltage esoteric valve/tube audio equipment..

and how does taking a reference of the zero cross from the secondary winding (before rectifier) contravene class 2..
I can see no connection to the primary side or the earth..
