I disagree.
I have found XP and NT (on which it is based) to be more stable than 98-SE (I haven't really tried 2000).

Undoubtedly, this is precisely because of the tighter restrictions imposed by NT/XP - you can't have a stable system and allow any old application to go hacking about willy-nilly at absolute hardware addresses without any consideration of the implications for other tasks/applications!
