I would not listen to the advice Erik Malund gave you because it is wrong.

The old chips will be continued for a long time.

ISP chip(s) maybe be popular at the present time and easy to program but they don't teach you the knowledge you will need to succeed in the embedded industry.

You also don't need a Oscilloscope to build this programmer. All you really need is your self and a voltmeter.
