I do not know about India, but for here I live in (St.Petersburg, Russia), I can easy take a chip, come to a firm which distributes C51s, and ask to program my chip with their programmer. It costs some money, yes, but it is many times less than buy the whole programmer. Do you have no NCU support firms there?
