Okay, if it's internally shorted, there is some (very weak) hope. Most probably (I'd say 90% chance or more) you will fry the chip completely, but if you connect the pin to a separate voltage source that will be able to provide enough power to keep the pin voltage on "high" level because of resistance of the shorted part and give you a few seconds to upload the program before everything bursts into flames.

Note you risk frying more than the circuit. Possibly the computer (or whatever programming device you use), the power supply, the circuit board you use for programming the chip and your whole house if it catches flames before you get to finish uploading.
