2nd is multiplexing, if it is slow, how to make it fast. if i minimize the ontime of each row, it goes dim and scroll runs fast.

If you always have one 'page' on, the MPX speed does not have any effect (if it is <1MHZ) If you see dimming on faster mpx, there is something wrong with your hardware.

I take it is LED, not LCD
