I saw you were using some Delay routines instead of polling the busy status of the LCD. Is it not?
I also saw that you set RW line low in the INITIALISE routine.

Yes,This code was for 3 or 4 years ago,
First time after passing lcd troubles,
I had this problems like you and many others
So that days i only wanted my lcd work
Therefore i accept your comments fully

is delay a good option in timing sensitive peripherals? What
about if I go for a low clock frequency?

As you said,not in sensitive peripherals.
Then you can decrease daley loops easily,
