I haven't examined the circuit but even if it works, it will totally fail if TIP and RING are reversed which is very likely to happen many times in the lifetime of the product.

I would rather use a bridge to overcome this problem and use some window comparators to check line voltage.

[Edit] Is it actually desired to connect the equipment in such a way that TIP connects to TIP and RING connects to RING. Can you explain your application?
