first do the followingL
based on the output of the ALE latch (U1) decode FF (A8-A15 all high,

This output you connect to the !CE of the PROM
the same output you use to gate !WR and !RD to the A/D when it is high and lock them out when not.

When you then, based on thos refer to the schematic in the datasheet you will, most likely, have tyhe whole thing.
