ALE on the A/D is not really an ALE it is a "write"

if you use it as a clock divider, OK, but DO NOT connect it to the ALE on the A/D

You will not be able to write to the a/d when OE is held high, connect it to !RD inverted as shown on the datasheet pg 12.
