Now that I mentioned SPI, it struck me, that this may be the answer to your 'prayers'

Have a look a a chip with hardware SPI (SILabs f12x and others, many Philips LPC derivatives Philips p89c66x and more)

as an example of hardware SPI: from the f12x datasheet" "the maximum data transfer rate (bits/sec) is one-half the system clock frequency or 12.5 MHz, whichever is slower." Fig 20.5 show the f12x capable of all 4 possible clock/data phase relations.
