Thanks for your interest Erik,
When I connected the osc. probe to XTAL pin,(for 11.0592 Mhz.) normally I saw a sine wave that had a dc level. But there was no oscillation for 20Mhz and there was no output on I/O pins. (I did not consider ALE pin.I'll look for it)And also I have tried different capacitors,there wasn't any difference.
