Not all Chips work at 20Mhz
Some chips will not work at 20Mhz at some voltages.
The wrong caps may stop it from working at 20Mhz.
It may not work on a bread board, or a poor PCB layout.

I answer to your 1st question. The standart 8052 chips do not require special programming to work at 20Mhz.

Additionaly: is the crystal good? is it the correct type?
