Do you suppose something's broken in the O/P's circuit?

we'll never know, as so many before disappeared when he was asked questions

I have a suspicion that many of the 'disappearing acts' are from some that do not even have a circuit, just a question on a homework sheet. In this case the answer, based on the fact that most instructors live in the past, would be "you can not run a 12MHz part at 20MHz"

Yes, I know that the OP stated "I tried other capacitors" but I guess some are getting good at sneaking homework questions in.
