It's not said, that +6V can be chosen, but that no immediate destruction occurs, when Vcc goes up to +6V for a brief period.

Very probably a fundamental oscillating quartz. Probably, you have eroneously chosen a third overtone quartz, which needs a somewhat different type of oscillator and so does not start to oscillate with your micro.
