I like your "easy-way" out, but it is not-so-easy.


When the flipflop output is low, and psen turns high, the clock is frozen, because the first gate produces a logic low, and a logic low applied to the 2nd gate (attached to the crystal) freezes it, because in a nand gate, as soon as any input is low, the output is high. Once the "cont" falls low, the clock is active because one input is constantly high, and the other input will be toggled by the clock.
