The ST uPSD34XX line of controllers does a reasonable job with the things you mentioned (dual UARTs, USB, JTAG debug), and I've found them not-too-terrible to work with. They make a DK3400 development kit that has some of the usual stuff on there (USB physical connector, LCD, etc). One of the bonuses of this dev kit, however, is that it's based around something they call their ED3K4 board which sits on a larger carrier. I haven't popped it off, but the ED3K4 seems to be something of a "core module" with the controller and some interfaces and peripherals sandwiched onto a pretty compact board. This might leave you able to do your development with the dev kit, but just incorporate the footprint for this core module into your design and slap it together.
