I think the ST thing your cat has might just be the "uLink" device which is what they call their JTAG-to-USB debug/program adapter. You'd still need to have one of the chips on a board to make any use of it.

Last I looked, DigiKey had DK3400's, although I don't know if they ship to where you're located.

If you think you could muddle through without on-chip-debugging, their lower-end uPSD32XX and the DK3200 also has two UARTS and USB, if that's easier for you to find.
