The reason is simple: if you send plain text, the printer had to do all the hard work of rendering that text into the actual image of dots to put onto the paper. That adds cost to the printer. Since most laser printers - especially the cheap ones - are connected to PCs, manufacturers find it more cost-effective to let the PC do the rendering; after all, it has to do it anyway for the screen!
