Why not use some 8 bit serial in open collector drivers such as the A6821 made by Allegro. Sure you gain a series resistor for each LED but with proper current management these resistors could be in R-paks and not individual.

The Allegro chip has a serial out so you can drive 8 + 8 + ...
open collector outputs using 3 port pins on the MPU. The MPU port pins are bit banged to send the serial data stream and control signals to the Allegro chips.
