Many device manufacturers are providing free software so that you can program their devices using IAP, JTAG, whatever. I would tend to choose such a device over one that uses a dongle to protect it's software (Cygnal).

What does a dongle really do, I'd suggest that it limits the uptake on a product over one that offers "free" access.
