If you do not need much in the line of flash and RAM, have a look at the 89LPC series (dirt cheap). If more P89C51Rx2, if even more P89C66x and if a whole lot P89C669. All these have the Bootloader in ROM and with appropriate safeguards (NoTouch? after first load with the held pins) will give you all you need.
