Moving the 10K resistor is OK in situation of 8051 style I/o pin.

Remoting the capacitors on the output of the regulator onto the end of 20 cm of cable is unacceptable. You must at least have the 0.1 uF capacitor right at the regulator output. It is also preferrable to have some bulk capacitance at the output of the regulator too.
