TCDmax is 24 oscillator periods. I don't think they know what TCDmin is.

Please provide me the source of your information. My datasheets do not indicate this value anywhere. Moreover, for example, datasheet of AT89C51RD2/ED2 says very strange thing:

The hardware conditions are sampled at reset signal falling edge, thus they can be released at any time when reset input is low.

For me it looks like a mistake. Otherwise it says by other words: "After reset comes out (pin is low) and so MCU runs in normal operating mode, you may keep PSEN at low state as long as you wish". Seems it is mistake and should be
...thus they can be released at any time when reset input is high.
