If you want a universal programmer - try ebay for a used one.
Before buying any tool used, contact the manufacturer and ask if they will support second users (some do, some don't). Buying a programmer for which the software has not been updated for years and then finding out that the manufacturer will not give you access to the updates for chips released after the last update is the equivalent of throwing money down the drain.
