I am sure they must be doing this with a reason. If so what exactly is THAT reason ?
1) Philips do provide chips to toymakers. 2) There is some "old" stuff that seems to be impossible to get rid of, just see SILabs recommendation that you "decouple the internal reset". Doing so, effectively replaces the interenal reset with a RC and put a substantial delay on the brownout detection. 3) Budget of the datasheet publishing department. 4) Would any capable designer r ather write datasheets than design?
