While NOT advocating RC resets, the mentioned Philips datasheet clearly states:

Note that if an RC circuit is being used, provisions should be made to
ensure the VDD rise time does not exceed 1 millisecond and the oscillator start-up
time does not exceed 10 milliseconds.

And also, NO manufacturer will give you ANY guarantee their chips will work with spikes in VCC or so. The parts are specified with a steady and stable VCC.
The rest of the comment on toys.vs.$50 product is absolutely true.
