Think about the alternative, that manufacturer would no longer recommend this RC circuit. Then many many people will believe: "Oops! This chip must have a serious propblem with internal reset logic! No, I won't buy this buggy chip..."
I think a greater concern would be the toymakers (who include others that make equipment of "toy quality") would reason "that would add $1 to my cost" and choose another chip. Even a penny count when you make hundreds of thousands of units.
