Dear Ijaz,

Thanks a lot for your reply, I changed the base resistor to 1k from 10k also put a new 2N2222 transistor but supply voltage for device getting ICP didn't improve it is still 0.7V lesser than the supply voltage. I can still read the signature, set configuration and security bits read them It appears it is getting programmed but it doesn't program the CRC when checked show all blocks 0x0000 also the chip which is programmed doesn't work.
