Looking at the circuit of the 2N2222 it is clear the 0.7V drop is happening because the transistor is being used as an emitter follower. You really need to use a PNP transistor here and invert the logic of the signal dirving its base. It will then saturate properly and give a much smaller voltage drop. Thanks Ian.
