I tried to figure out but couldn't find any cause for this voltage drop. On the other side of ICP header there is just one LPC932A1 connected with 5 pins P0.4, P0.5, RST, Vcc & Vss nothing else. Even when I Connect nothing to ICP header drop is seen.

From LPC932A1 with prog90x.hex P2.3 goes to base of 2N2222 with a resistor of 1k. The collector of 2N2222 is connected directly to 3.3V supply and emitter directly goes to ICP header thats it.
