Can gerber files be further edited (to add features to a "free" design)?
Having found that the ability to make layouts is something you are born with - an art, not a skill - I have not made a layout for ages.

To answer your question:
Often, when I ask for a minor correction of a PCB, my layout guy will answer "I'll fix that in the Gerber", so the answer must be yes.
