By the way, not to be completely off-topic, what is the best format for publishing layouts? Can gerber files be further edited (to add features to a "free" design)?

Best method for publishing might be gerber files along with jpeg or gif's of the layouts.
Gerbtool or Camtastic can be used to edit gerber,dxf,hpgl,drill plus a variety of files.
