if I remember right, the counter in GALs was in fact implemented in the programmers' software


Sure ... but the count value was stored into a non-volatile re-programmable location in the GAL. In the times when I knew of this "counter", I seem to recall that if you were a programmer manufacturer and desired to get the manufacturer to bless your programmer design they required that this "counter" be included in the programmer implementation. There were also a number of home work shop type programmers that you could buy in the back of magazines like Byte or from places like JDR Microdevices that were not manufacturer approved and they did not necessarily support the "counter" but then again they were "low cost" too.
