We still don't know the purpose of the project. If he has to learn how to do some working HW, an old'n'cheap 8031 + (any kind of)ROM + RAM + anything is not a bad task. If the whereabouts of the internals of a mcu has to be learned, the SiLabs or similar (if any) may be fine. Any other task can require yet another approach.

Let's wait until we know what it is to be good for.
