If he has to learn how to do some working HW, an old'n'cheap 8031 + (any kind of)ROM + RAM + anything is not a bad task. If the whereabouts of the internals of a mcu has to be learned, the SiLabs or similar (if any) may be fine. Any other task can require yet another approach.
