Note that "Veroboard" is a brand name - the generic term is "strip board."

i didn't know that, here in South Africa especially where I am from we tend to use the word vero-board. i bet some professors here don't know that as well.

You are right, start with the power supply, then check if your programmer is working correctly.

One important thing draw a schematic, and wire your strip board accordingly.
