one can get a SiLabs devboard or a Ramtron Versa devkit - for said $99

... but the SILabs gives you a full and REAL ICE. Ever so many other chips claim to have ICE, but it is so convoluted (e.g. uses UART port) that to ICE a real thing it is virtually worthless.
