For the LPC9xx series, the oscillator start up spec is under the section titled "Oscillator Clock (OSCCLK) wake-up delay" in the User Manuals

I can not recall how often I have found information 'missing' because the 'author' of the datasheet/manual used expressions 'foreign' to me.
