neither. The best is what fit what you are doing.

If you were to write a program to solve an equation on a PC and once the equation was solved, you throuw the program away. I would guess that BASIC would be a good choice.
Were you to write a program that was to be sold in 1,000,000 copies, BASIC would, most likely, be a terrible choice.

Please note "would guess" and "most likely" because, even in these supposedly clearcut examples, the type of which, are most often brought out in these discussion there may be an exception.
