Multiplexing 8 rows does not reduce the intensity to 1/8 for each row. I have seen the intensity drop by about 30% in my indoor display. Probably because we multiplex using a higher current.

Anyway if you have a better design other than multiplexing then please let me know. I am more concerned about the components I will need to replace to switch from an indoor matrix to an outdoor one.

Unfortunately I don't have the datasheet for that outdoor LED matrix I listed, only the pin configuration. I thought someone here would know whats the approximate power rating of this component :( looks very common.
