I would verify the connection to Vlc, the Liquid crystal driving voltage. On the seiko LCD this can be found on pin 3 if the LCD connector.

Same datasheet states that Vlc must be in the range of 0 to 0.7 volts. So you will need to connect a variable resistor (if not already done).
