AFAIK there is no such need. My experiments with the '450 worked perfectly well without that.
update: looked into the datasheet - the poweron state of WD is determined by a FLASH bit... and once enabled, it cannot be disabled again... Can you check the state of that bit?

Also, the writing into WDCON is tricky... read the datasheet thoroughly.

Better, for just the initial experiments, reset it by switching off/on the power.
An appropriate reset generator is always a plus. Some of them have pushbutton reset.

AFAIK there is was change between '420 and '450 register-wise. The main difference is related to FLASH and its programming.
