From the DS89C430/440/450 spec. sheet: Output low voltage Port 1 and 3: 0.15V at IOL 1.6 mA So you cant drive a led directly. A led, a 300 ohm resistor and a 5V PSU gives aprox. 12.5 mA - way to much. I'll gues you fried the port pin. Rewire, get a driver - 74HC14, a BS 170 or what ever, and try with a new controller.
