I have been working with 89C2051 atmel chips for years and
have no problems getting them to work. I used to have problems but researching this site provided the answers to ALL of my questions.
I have tried the breadboard thing but results where inconsistent and misleading which makes troubleshooting a nightmare. Don't overlook or minimize the importance of the decoupling caps, and a properly designed power supply is also very important if you want the chip to behave as predicted.
I used a 7805 with the associated capacitors and it never fails.
Don't ground pins 4 and 5, follow the datasheet its there for a reason.
