As I said before, all an EPROM programmer needs is a source, MCU or otherwise for the addresses and data, a timer for the nPGM signal (the MCU can do this very well, though a one-shot will work, too), and high-current (~50mA) switch for Vpp, which can be a debounced SPDT switch, and a power supply.
