Simply have the PC send the HEX file; eg, you could just COPY it to a COM port (although this would probably require you to implement flow-control in the microcontroller)

Or implement something like XMODEM in the microcontroller - then use hypoterminal (or any other terminal emulator) to send the HEX file.

XMODEM is not difficult, and plenty of source code is available for free all over the internet...
