Hello Mahmood,
Have you considered an analog solution to your problem? Can you feed the signal into a low pass filter comparator circuit? Set up a reference point for the comparator and when the speed signal goes above the trip point the comparator will change state. This certainly would be much simpler and cheaper than a processor solution.
