Why don't you use this new methode of speed measuring, which uses Doppler shift of carrier frequency of two different satellites? Have a look with google. I found a device, which shall be able to measure speed from 0km/h on, with resolution of 0.3km/h. Unfortunately website is in German language {grin}. But you will shurely find some other devices on the web.

By the way, don't you have some experience with GPS? So, this could be a new market for you.
